On Saturday September 25, 2021, at 8:00 p.m. in Westfield, Indiana, our son, brother, father, Hero, American Soldier, Robert “Fulton” Masbaum was killed in his garage at 2840 Cross Creek Circle, Westfield, Indiana. Fulton had just finished preparing a beautiful dinner and feeding and serving his beloved son, his spouse, and a friend. Horrifically, a short time later, Fulton was found mysteriously killed  while working on his vehicle in his closed attached garage.  If you have any information about Fulton's death, immediately please contact the Indiana Westfield Police at 317-804-3200

Legislate Coroner qualifications and requirements for determination of unnatural death (s) for State of Indiana

  1. All counties in the state of Indiana will be required to have a certified coroner. All elected coroners or appointed coroners must have a medical degree (MD) from a credited university or institution.

2.     All unnatural deaths will be             considered a homicide until            proven otherwise. All                           deaths must be performed               independently from undue             influence. Coroner must                   arrive at an independent                   decision/cause of death                     without  influence, or                         interference from any state            or nonprofit agency, friends,          or family members. This                    includes all ILEA officers,                  police, sheriff, deputies,                      detectives, and investigators.

       3. All unnatural deaths                        decisions must be  approved          from a  lead licensed                           coroner.

Mandate Police Officer Sensitivity Training in death and trauma cases.

1.Every law enforcement agency located in the State of Indiana including, local, county and state is required to have one ILEA Officer within their agency/department certified in death and trauma training.

 

2. Mandatory sensitivity training within trauma and death for all new law enforcement recruits and ILEA certified officers, to better aid and assist a descendant’s family of both suicide and homicide victims.

 

3. When there is a victim of suicide or homicide occurs within the state of Indiana, the responding agency/department within that jurisdiction must have an ILEA certified officer will be required to personally contact closest family/kin member of descendants within 24 hours. If due to extreme unforeseen circumstance this is not possible or practical, only then will a phone call be permissible, until such time, a personal visit is possible.

 

4. In the event of an unnatural death, ILEA Officers of the State of Indiana will be prohibited from mocking, patronizing, intimidating, or threatening a decedents family member with an arrest. At all times ILEA Officers will be required to act in due respect to family members while at the same time performing their sworn duties.

 

5. Yearly training and ILEA certification is required of every liaison officer of every agency/law enforcement department beginning in the year 2025

"Dad, Fulton was like a King to me and everyone that knew him. And when a king dies, their people are lost! On 9-11, those buildings were never supposed to have fallen down, Fulton was never supposed to be shot and killed. Just like Christ... we had BC (Before Christ) and AD (After Death). In my heart we have BF (Before Fulton) and AF(After Fulton). My big brother was never supposed to be killed. I miss him so so much!"
